Heather West is a Washington, DC-based expert on technology policy who has spent her career translating between the people who build technology and the people who need to understand it. At Eurasia Group, she advises clients on the political and regulatory risks shaping the technology landscape, with a focus on AI, cybersecurity, data regulation, digital infrastructure, competition and sovereignty, and global regulatory strategy.
Heather brings twenty years of experience across the private sector, civil society, and the technology industry. She has held senior policy roles at Venable, Meta, Mozilla, Cloudflare, and Google, where she shaped policy and product direction for emerging technologies in partnership with executives, product teams, and global policy leads. Throughout her career, she has also worked with policymakers to help shape the future of tech sector regulation. She began her career at the Center for Democracy and Technology. She holds fellowships with the Center for European Policy Analysis, the National Security Institute at George Mason University's Antonin Scalia Law School, and the Canadian Chamber Future of Business Centre.
She is a recovering computer scientist, with dual degrees in Computer Science and Cognitive Science from Wellesley College and a Diploma in Global Business from Saïd Business School at the University of Oxford. She lives in downtown Washington, DC with her husband and dog and can often be found running on the National Mall or curled up with a good book.
